Thank you for your assistance however i have tried there NTP server and still have the same timing issue I have also tried setting the time to au.pools.ntp.org in settings

Thank you yes i disabled the windows time clock currently have installed an open source program Net Time which allows me to update my system clock every 1 millisecond my ppm is 51 on the matrix have tried to adjust my ppm setting in dump90 but it does not change on matrix My raspberry pi on same network has no issues with timing or ppm using adsb exchange image 1.22 . shalomblessing2 Thanks James Any other suggestions would be greatly appreciated

It may help other users of windows 10 here The solution was to use a open source program called Net Time and have it update my system clock every one millisecond Also use a --ppm 6 setting in windows mutabilty dump 1090 Finally use the tcp optimise program from https://www.speedguide.net/ to fix any lag and to tweak internet settings
