I've seen FAA test planes testing landing systems at KPHL a few times, first time seeing them test a beacon:
Later in the day they did a larger loop, too large to get all of it on my antenna because they were flying lower. Listening to them on the scanner it seems the loops were at a specific dB level from the beacon.
