Haven't Seen This Before

Any of the more knowledgeable spotters know what this is?

 

I'm not a knowledgeable spotter, or any kind of spotter tbh, but I've seen these tracks before, they're listed as ground vehicles, on and off. The fact that it's right next to airport Roanoke suggests to me that the track is slightly misrepresented graphically. It may be an out squitter unit

 

its a ADSB Transponder setup as a test station.
