Must be a transponder problem. Maybe compare the time stamps with the distance travelled? It's a garden variety balloon: Head Balloons - AX9-118
the other thing i dont' understand is how it turned around looped around to it's starting point. unless the wind just happened to work in their favor.
Sometime balloons change altitude to catch directional winds.
