based on that flight track and considering that January 10th was the famous 2-day Tornado Ordeal https://en.wikipedia.org/wiki/Tornado_outbreak_of_January_10–11,_2020 they were most likely observing the damage from the air in a single loop flight that originated from Andrews AFB and Landed at Andrews AFB hours later in a single flight that never stopped. VP Harris or someone who is a director of a Federal Office was doing something on that flight related to it.
