I'd guess some diplomatic exchange. Germany flies a number of those as well, to move diplomats (e.g. ambassadors) around. I'm not sure, but I suspect they also fly documents sometimes (I know that when you apply for a long term visa, your physical visa application gets forwarded to the local foreigner authority of your destination town, gets processed there, then gets sent back).
