Yeah it usually is slow connection to the server or trying to process too much traffic on the map when I've had it happen
I had this happen yesterday, but after reading the suggestion about slow server connections, I waited half a minute or so after loading the page before I clicked the menu button, and then it worked. I guess the menu is dynamically populated after page load, and if the server and/or connection is slow, that may take some time.
