Surveillance Balloons?

    Have been tracking these for a couple of months now. Every once and a while the altitude will show up. Mostly blank, and if something does show, its really high, like in the pic, or GND. There are between 3 and 5 of these up there, and judging by the RSSI, they are not moving horizontaly. I did read an article not long ago, about the military testing balloons for surveillance. Could these be that? I would also like to go look at one. These are not showing a location. I went closer to Edwards to see if the signal got stronger. Did not show up. Could these be closer or at Irwin? Screenshot (44).png

    Some ground stations for ADS-B transmit a high altitude to be "out of the way" for TCAS and radar screens.

    Not sure why this is being shown as military either, don't think it is.
