Yeah, it's possible but a paint job seems kind of a letdown. Those others on that list were Police or Sheriff's dept aircraft.
Sometimes commercial aircraft are chartered for the season by sports teams and someone lists the tail as interesting. I do not know if that was the case with this aircraft one season. But I suspect it is just the paint job. It would be nice if an aircraft is listed as interesting a reason is given.
That's what the tag is. SPLIV = Special livery To some people aircraft with special one-of-a-kind paint jobs are interesting. I agree with them.
