well he was definitely focused on that town of Laurinburg and its airport, look at the extremely tight focus of the East/West tracks going right over the downtown area and the nearby airport. he flew at roughly FL145 the entire time.

yeah that doesnt help at all.... but its flight profiles, speeds, and Origination/Destination being NAS Jacksonville, points fingers to it being a P-8 but what is he going after...... he is up again right now. 23:48 EST. 4th time ive spotted him, in a week, and doing the EXACT same thing again
i find out that Laurinburg Maxton is the recruiting airfield for the US Army Golden Knights, but, that does not explain the repeated FL145 P-8 flights.
buddy of mine who is a Navy veteran aviation mechanic and had a short time on P-8's suggested he is running either BACN ( Battlefield Airborne Communications Node - basically being a airborne Comms repeater or Link 16 Node ) Roles or is just up there for crew proficiency and flight training.
