I think it would be a long, difficult road to implement this stuff now. Not to mention, who is going to update the hex code every few weeks? The pilots? I think not….
Really, they should have probably implemented some kind of encryption from the beginning, but that train has left the station.
For some reason when I go to the http://www.adsbeschange.com page I can only get the introductory page and not the page which has on it “other tracking info” and the area to enter ICAO????

Their security level defines how security is applied, and, actually, must be demonstrated to be reliable with regard to the security policy.
